In 2004 the Conservancy established the Swimmable Charles Working Group, with representatives from the Conservancy, the Charles River Watershed Association, the US EPA, the Department of Conservation and Recreation, and the Esplanade Association, to examine the potential for returning public swimming to the Charles. The Working Group has explored potential locations for new public swimming areas on the Charles and advocated for the passage of legislation establishing the Charles River Water Quality Commission.
